(XMRI-GET-U-INT <string> <fix:offset>)
This function fetches an four-byte unsigned int from <offset> within <string> and returns it as an integer (fixnum).
BUG: Since 32-bit slisp doesn't have a four-byte unsigned int type, large four-byte unsigneds will appear as negative numbers on 32-bit implementations. (If this becomes a significant problem, we could alternatively return them as doubles rather than ints.)
