Wraps STX/ETX envelope around given string and sends to Panasonic, via port specified by last XPVD_INITIALIZE-SERIAL-PORT.

See 'Panasonic Operating Instructions' for documentation of commands. In general, the format consists of a two-character opcode. Any numeric arguments follow the opcode, each decimal-coded in ASCII and terminated by a ':'.

NB: After switching on NTSC signal, we normally give Panasonic two seconds to synch to the signal, then do "ON" and "AC".

NB: Recording is normally done by the above sequence followed by SR<startframe>:, RM<framesToRecord>:, 6-sec sleep while it videosynchs again, GS<framesToRecord>

A quick summary of some common commands:

ON         Set 'ONLINE'.  Commands are ignored when offline, except 'ON'.
OF         Set 'OFFLINE'.
OL         Online-Lock: Disable front-panel 'ONLINE' button.
AC         All Clear.  Clear input/output buffers, etc.

SR1567:    SeaRch to frame 1567.  Normally done before each play/record.

PF1214:    Play Forward to frame 1214.
PR114:     Play Reverse to frame  114.

TF2:211:   Timed-play Forward, one frame every 2 seconds to frame 211.
TR5:110:   Timed-play Reverse, one frame every 5 seconds to frame 110.

LF4:14523: Lowspeed-play Forward, 1/4 (1-255 allowed) speed to frame 14523.
LR200:1:   Lowspeed-play Reverse, 1/200 speed to frame 1.

FF10:464:  Fast-play Forward 10x (2-10 allowed) normal speed to frame 464.
FR2:1464:  Fast-play Reverse  2x normal speed to frame 1464.

RM1:     Record Mode, set up to record 1 frame.
GS1:     Gate-Start, actually record 1 frame.

Returns NIL.
