Don't be misled by the name, this operator has nothing to do with CONSing. The :POINTWISE-EVAL interpreter supports three-element floating-point vectors internally, and this operator is a simple hack allowing you to create such a vector by specifying the three components.
The vector datatype is supported for the sake of operators like dotproduct (".*") and crossproduct ("x").
